That is what a number of forum members are doing to try to get the new Code of Practice across the line. This will hopefully result in a truly independent appeals service, reduced levels of charges for PCN and the end of debt collection charges.
We will all need to undertake the public consulatation when it comes online. That is going to be the quickest fix.

But it looks like the PPCs are too stupid to cut their losses when they have the chance and would prefer to rack up costs even if a sensible view would be to cancel and concentrate on the easy pickings....They're not stupid, they get multiple more people coughing up than those who refuse to comply. There's no need to cancel tickets at appeal stage when the amount of outlay to perpetuate the harassment for refuseniks is negligible. A few second class stamps, template letters, mostly fully automated, debt collectors who charge nothing if they don't succeed, the returns from over 9 million motorists a year hit with private parking tickets at £100 a pop are eye watering.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I didn't say it so much in those words. I basically ignored everything until the Claim Form arrived (which I shouldn't have done nor would advise) and I said that I refuted the allegation which was innacurate/ untrue, unproportionate, not fully investigated (with evidence deliberately held back) and that I would vigorously defend this spurious claim in court. I won in court.
In terms of fighting talk - I rang up the legal company (DCBL) and the paralegal on the phone was so arrogant and obnoxious refusing to acknowledge my advice to cease and desist or out of court settlement offer (I offered to pay him £1 - the value of the parking ticket, not through guilt, but purely out of coercion and duress -so they'd leave me alone). He said they'd only take the full amount of £265 (or whatever they had inflated it to by that point) and I replied by telling him, the only way they would get that sort of money off me was by ripping it out of my cold dead hand! I thought I'd have a bit of fun as I had nothing to do at work (it was lockdown) and give it back to him as it was almost like he was relishing in his deluded sense of power (maybe he gets off on talking down to poor, desperate, vulnerable or uneducated people on the phone) and didn't like it when he was being mocked by someone who knew the law better than him, aware of their rights and what his grubby firm were all about!
I hate and have zero respect for bullies so couldn't help taking him down a peg or 2). He retorted with a "Well Looks Like We'll Be Seeing You In Court Then!" in a bratty petulant tone.
I wouldn't advise doing this - certainly not on documents as it might make the judge think you are not taking it seriously. I also called out and exposed the PPC's boss on various platforms online and in my WS - he even blocked me on Linked In as he could see I was viewing his profile (which I did to see if I could get more intel to use in my WS).
Be business like and professional...you don't have to be like Tyson Fury, well not in court or on the paperwork at least!
