                    Good evening everybody.
I am helping a stressed out person who has received a pcn throught the post from Civil Enforcement. I have gone through the newbies thread but would like some clarification if you would be so kind. the number of days between the incident date and the issue date is 80+ days, is this grounds for appeal? Also, a lot of spelling mistakes on the address of the car park used. The plan A of appealing to the shop and land owner has produced nothing.
We thank you for any advice.

Can you post a redacted copy, front and back, but please leave all dates showing.Please check (not guess/assume) that the address showing on V5C (logbook) is the current address. Having a previous address showing is often the reason for the late issue of the NtK.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

            Is the 'stressed out person' the Registered Keeper of the vehicle or is it perhaps a leased/hired car?
 Apart from that, the DVLA allows a parking company up to six months to get keeper details from them, and their trade association - the British Parking Association - allows them another month to get a Notice to Keeper to the keeper.
 Was there perhaps a Notice to Driver left on the parked car? That affects timescales too.
 Where did this parking event take place?3

            The keeper or hirer could easily win this just by copying the APCOA appeal (about a non POFA PCN) that someone posted today. That worked.
 No idea which thread but there have only been 2 or 3 APCOA ones with replies today.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

 Yes, the stressed out person is the registered keeper. It happened on a retail park, not sure if I should say where. There was nothing on the parked car, first contact was this notice through the post.

 I would just like to thank all that replied to my post. Today, the keeper of the car received a letter saying that the penalty had been cancelled.Thank you all once again.1
