Landlord refusing to provide management pack

Currently trying to sell leasehold flat, have a buyer. However, as is the experience of many others in the block of flats that are or have tried to sell their flats, the landlords are refusing to provide management packs. 
We believe this is part of a plan to get ownership of all the flats back, as a couple of years ago the landlords were actively contacting (harassing) flat owners to get them to sell their flats back at a much lower price than what they paid for the property or indeed what the property is now worth. In our case the landlords phoned daily for a period of time. And offered initially 15000 less than what we paid for the flat and at that time around 25000 below market value.
I suppose my question is, is there anything we can do? I believe they are not responding to our solicitors, we have sent direct communication to them and obviously said we will pay for the pack but have not heard anything in response yet although it is not long since we did this. But based on one poor woman they are not responding at all, she has been trying to get a management pack for over 8 months.
How can there be this loophole, where a landlord can refuse this. The last person to have managed to sell their property at the block paid 1400 for the management pack which was 2 sheets of A4 paper. I mean we will pay this, but I fear they are not going to respond at all. I'm sensing we are backed into a corner and will be forced to sell back to the landlords for the reduced price. Any help appreciated.
