thtc radio teleswitch switch off

I had to move to a Smart (that's a joke as mine keeps losing connection with the energy provider) meter to preserve my E7 tariff.0

As I understand it you'll need a new meter which almost certainly be smart (or at least, as @pensionpawn points out try to be smart, even if sometimes it fails!). If your smart meter loses it's connection, it will still be possible to take day and night time readings off it so things should work exactly as before, but with the possibility that your e7 hours will be different.

Don't be pressurised by your supplier into jumping to a smart meter too soon. Wait to see if the radio switch off is actually going to happen.
We've been having these switch off deadlines published for several years now and every time it comes near the deadline, it gets extended for another year.1 -
Given that smart meter installation is barely at 50% of total metering, we can assume that 50% of those with E7 teleswitching do not have smart meters yet. So I'd agree that there will be a further delay to the end of teleswitching: maybe another two years?
I cannot see the smart metering programme being completed by 2025.No free lunch, and no free laptop0 -
Even if the Teleswitch broadcasts stop, the switch will continue to function in the short-term, but the clock may drift over time.

The radio teleswitch issue is related to "The Long Wave goodbye" https://www.theguardian.com/media/2011/oct/09/bbc-radio4-long-wave-goodbye
The transmitter is running on borrowed time with obsolete equipment, and when it finally breaks, it is unrepairable when the last pair of valves fails. So it is not a simple matter to say "lets keep it going a bit longer"
Agreed that some alternative should be found and implemented in a timely fashion, but that does not seem to be happening.0
