Return of deposit

New here so hi to everyone;) Here's my question...What do you do when your LL has told you that he has authorised the return of your deposit(and you have no reason to disbelieve him) and the LA has not returned it despite ringing him at least 3 times a week for the last month and everyday all last week.First he says he can't get hold of LL(we've had no problem) and then says LL has'nt sent in signed authorisation to release deposit. Next...he rings to say he has managed to speak to LL and LL has assured him he will sign and send back same day...and will we ring him in a couple of days time to see if he has received it. Ring...and guess what...he says not received and he will keep trying and call him back in a few days...and on and on and on.
Got fed up with this so fired off letter to LL and delivered it by hand last Thursday(dealt only with LA up to this point) threatening court action unless deposit returned within 5 days.LL rang same night to say he does not understand why LA is saying these things..he has landline and mobile numbers for both him and his partner and fax number too and has spoken to him..and LL instructed him to return deposit to me 2 weeks ago.Spoke to LL tonight and he says he will fax LA tomorrow and send us copy and to ring LA after lunch to confirm he has received.
I have a horrible feeling that the LA is giving us the runaround and will again say he's heard nothing from LL.
Paid £800 deposit because of cats. They did small amount of damage to lounge carpet scratched small area of wallpaper in second bedroom and small tear to main bedroom curtain. My daughter replaced entrance hall,lounge,stairs and landing carpet with new carpet (open plan so had to do the lot)...had bedroom professionally redecorated and replaced bedroom cutains with new. LL was highly delighted and LA was similarly impressed.The house was cleaned to within an inch of it's life altho' it has always been kept pristine the garden was immaculate..not a weed to be seen..windows sparkling...just no fault could be found.LL has now put the house up for sale and all he's had to do is just to put a few bits of furniture in it..not had to do any presale work at all.
My daughter has been a landlady herself and the only reason she rented this house was because she had a tenant in her house and she did'nt want to ask him to leave.He left of his own accord last year...we then put in new kitchen and bathroom...decorated and sold this year,therefore enabling my daughter to buy her own property.She has had a few bad experiences with bad tenants so she would not dream of disrespecting anyone else's property. She has been on both sides of the fence in this rental business.The reason her property was let originally was to fund her grandma's fees in a residential home and the property was left to her in my aunts will..so no profit making here.
Going on a bit here...so does anyone have any ideas on what to do next with LL and LA saga...and which one do I take to court should I have o go down that path.

    Go round to the LA office and sit there until you get your money. Use your phone to phone L/L while you are there. If any customers who come in tell them what you are doing there.
