Is SMI only for one property - what is someone lives in two proerties

My brother qualifies for SMI disregards and gets it at one residence, which is 200 miles from his home town. However, he is often at his home town - a means of spreading the care across helpers and because he feels comfortable there. He has a second home, which has been the family home since 1950 (not always him there, parents, cousins, uncles and aunts, etc.)
He is being refused the discount in his home town. Is this correct does anyone know?

Best posting this on the benefits board but sounds right to me. Can't have 2 primary homes and double up on benefits.his home town address sounds like a holiday home1

Thanks - for your point about the other board and the double benefits.
having dementia (or another ailment) that stops someone from being able to sensibly vote - is the reason for the disregard. So it is not a benefit in that sense. He is in two places as his caring is shared. Not as a holiday home. His daughters care for him in Watford, and his siblings and other relatives in Rossendale. Because there are carers, it saves local authorities a great deal of money.
Of course, your point about double benefits may probably be the law. Just asking for advice about it.
