Asking seems quite reasonable to me. Most people would transfer online these days, there is a reasonable chance that someone getting large amounts of cash out would be sometime that is susceptible to scams, so a question to check they aren't is quite reasonable.

The op seems to be missing the point
of course it is their money and they can do what they want with it, including spending it without being asked what they are using it for
But in that case they should keep it in 10 pound notes at home or whatever
if they choose to avail themselves of a banking service then they need to abide by the terms and conditions of that banking service which will include questions such as these1 -

Seriously folks...the people working at the bank are trying to deal with as many customers as possible as efficiently as possible. So the "hustler" is just checking in case there is an easier way for you to do something and save you from being caught in a long queue un-necessarily. Would you be happy to get to the teller and be told "oh you could have got that £20 out of the ATM 20 minutes ago!"
And the teller asking why you want the large amount of money is required to ask that. To not do so could get them fired. So they ask, they should see if the question makes you nervous or means you look over at the dodgy person standing by the door, or check your phone suddenly. Any clue that makes them think that you are being pressured to take money out, including refusing to answer, means they should not give you the cash. If instead you countered with "why do you need to know?" I'm sure they would have been happy to explain their fraud safeguarding processes to you.

They seem to want one that's not closing branches and doesnt ask questions when you take large amounts of cash out. A qiuick google shows that Metrobank has 78 branches vs Barclays that has 786. Even if Metrobank aren't closing branches they are still far less common. Any bank will ask questions about large cash withdrawals.
