Landlord put lockbox on heating

When we first rented the flat we looked to rent it out to short term contractors, we have a nuclear power station, pharmaceutical factory and chemical refinery all within 15 minutes, and all with a turn around of contractors working for 1 to 6 months at these places. This was a flat fee of £x per week for a room.
That stopped being viable quickly when we got the gas and electricity bills in - and that was 4yrs ago, when energy was "cheap".
As others have said, whilst this seems on the surface unreasonable, from a landlords perspective the current environment makes it unviable to provide unrestricted energy to a property with bills included. This situation has changed faster than people have been able to adapt with new contracts, arrangements, etc.
You need to sit down and come to a fair use agreement with the landlord, or offer as a collective to cover energy bills (at reduced rent).
It's not an easy solution.0
