What type of meter is this?

Does anyone know what type of meter this is? I.E. Electricity/Gas Water?

    A Flow Meter for whatever is in the pipe, my guess would be a liquid as there is what looks like PTFE tape on the joints.

    Looks like a water meter to me, but I'm sure it would measure the flow of other liquids. Most meteers tend to have what they are measuring written on them somewhere - leccy = Kwh, Gas is m3 (or cubic metres) and liquids would likely be litres, or gallons 

    Where is it located, perhaps it's in a service room for a block of flats as there looks to be at least four meters in the picture

    It could potentially be for a communal heat supply.
    I'd say a communal heating system would be more likely than water.  The regulatory arrangements for metered water are similar to electric/gas meters, these meters don't look like they would conform to regulations.

    The pipe insulation also looks more substantial than what would be needed for frost protection of a cold water supply pipe.

    I'd say water with the blue surround indicating cold water.
