Council Parking fine with legitimate reason

Hi there
I had broken down in the city centre and rolled to an empty taxi rank instead of holding the whole city centres traffic up. I got a family member to help me and tow me away.
I have appealed this 4 times by email with which they replied basically saying the want proof. I said I can’t provide proof as a got picked up but check CCTV - they told me they can’t.
I feel annoyed as I was being considerate when I rolled to the side of the road, albeit in an empty taxi rank to stop the hold up of traffic. I also feel annoyed that they won’t accept my reason and want money off me for going through a bad day and still being considerate.
I’m not sure if the NTO was what I kept appealing to by email and getting nowhere or they didn’t send me a NTO.
I was waiting for this to go to the traffic tribunals which won’t be a biased council but the next step they’re threatening court and enforcement. Please help

That's a Charge Cert. You have to wait for the next letter - OFR - and then you can get the case re-set to appeal stage again using TEC7 and TEC9 forms.
