Hi all, any advice please.
Parked on 23rd of July, paid for parking but ticket flipped over on the dash, there was no PCN on the car when I returned and spotted it but I kept the ticket just incase.
I received an email from NHS fleet solutions who I lease my car from advising that I have received a PCN dated 1/9/22.
I’ve never leased a car before so I don’t know if it usually takes this long but am I right in thinking the ticket has to be issued within 28th days?
I stupidly threw away the parking ticket as it had been so long.
Please no sarcastic comments, I am aware I have technically not paid as the ticket is not visible

The NTK would have gone to the lease company first, then as hirer/lessee you should have received a NTH. Deadlines for hirer liability are different. If you have not received a NTH in your name, then the hire/lease company are still liable. If they want you to deal with it, they must transfer liability to you as per the PoFA which is a law that has been around for ten years.
Any professional hire/lease company should know this by now. Just telling you there is a PCN floating around isn't good enough, and is actually nothing to do with you unless and until the hire company transfers liability.
The danger is that they might pay this then steal your money for the privilege, instead of doing what the law requires and passing the hirer/lessee's details to the PPC.
I suggest you write to the hire/lease company telling them to pass the hirer/lessee's details to the PPC. Instruct them not to pay this under any circumstances as that will deny you your legal rights to appeal, and remind them that they cannot name you as driver unless a member of their company was present at the time and witnessed the alleged event.
If they are a member of the BVRLA, remind them that this trade association has instructed its members not to pay these charges, but to pass the hirer/lessee's details to the PPC at which point they will have discharged their liability, and are no longer involved.
If you have received a NTH then if Plan A fails (complaint to the landowner and your MP) then appeal using one of the three edna basher letters you will find in the NEWBIES Announcement. There are three to choose from but one is for fleet managers, so the one you want is one of the other two. Post it here if you are not sure before you submit it/.

You did pay! Contact NHS leasing in writing and specifically and unequivocally deny them the right to pay on your behalf. They should transfer liability to you, the hirer by filling in the transfer slip at the bottom of the PCN. They should not do a transfer of liability to the driver as they don't know who was driving unless they were sitting in the car with you at the time of the event. You should receive a Notice to Hirer in your name and then you can deal with it as per the NEWBIE sticky using one of the appeals written by Edna Basher just below the one written in blue text.1

Okay, so the lease company have done their job properly by passing your details to the PPC. Now you research the edna basher letters, and other information in the NEWBIES, whilst you wait patiently for your NTH to arrive.
As a precaution I suggest you contact the lease company to confirm: -
That you are dealing with this.
That they are no longer liable.
That this was not a penalty charge, but instead a parking charge notice, and instruct them not to pay it on your behalf.
It is important that you do all three in case the PPC decides to play billy suggers and try to transfer liability back to keeper/lease company liable.I married my cousin. I had to...I don't have a sister.
