Reassurance

Here goes… first time asking for help/reassurance. 

I used a car park run by iPark Services. Usually I pay online but on this occasion I took the mother who is old school and wanted to use the P&D machine. She took my daughter along to enter my registration but struggled to read the instructions (no glasses on) I went over, followed the instructions and entered my Full REG and paid for the ticket. Please note we paid for 3 hours and left after only 2.

Skip to a week later and I get a PCN in the post. Luckily I had kept the p&d ticket so I popped online to appeal and show them that yes, I did pay. They responded saying no they didn’t accept the appeal and I had to pay £60 within 14 days or £100 after that or I could appeal to the IAS. 

Stupidly I didn’t research online first. I thought it would just be a simple case of appealing, showing I did pay and have it dismissed. iPark obviously upheld their side showing evidence of signage on site saying full registration must be entered. At this point I didn’t know what my PCN was actually for as they didn’t state and so I questioned wether I had put a numeric digit in place of an alphanumeric digit. The finally explained that my ticket only showed the last 3 digits of my reg and not the first 4 so therefore I didn’t enter the full reg and therefore I didn’t pay for a ticket for my car. I know full well we entered the FULL reg. My daughter, mother and myself were all present and did it together (remembering reg numbers is kind of my daughters speciality!) 

The IAS was sent to adjudication and surprise surprise my appeal has been dismissed. 

Now, I have read the Newbie thread on this and it states I must complain to the landowner. I cannot find details of the landowner! I’ve looked on land registry etc. no details found anywhere. This is just a car park on waste land, not a retail park or anything. How do I find the landowner? If iPark own this land themselves, I cannot make a complaint. 

Is this now a 6 year wait? I am happy to do so if it is! I down right refuse to pay these cowboys. I paid the requisite fee for the use of a space and vacated well within the given time. 

Helps, tips or advice to put my restless worrying mind at ease?

  • Exactly the same scenario occurred for my son on a car park managed by a different PPC. They can clearly assign that payment to your vehicle even though their PDT failed to record your VRM properly. Clearly they are going to try to scam you even though you have proof you paid.

    Get photos now of all the signage and PDT. Follow the Newbies thread and ignore all threatening letters from debt collectors etc until you get a formal Letter before Claim. Then come back for more support to defend their claim.

    The technology exists to prevent a ticket being issued for a vehicle registration that is not present in the car park.

    The IPC have been banging on about it being a mora duty for PPCs to install typo proof machines, but here we are, another instance where an IPC member has failed to follow it's trade association's instructions. I suggest you complain to the landowner, your MP, the PPC, and the IPC, quoting the following tweet made by the IPC about this very subject.

    The machine in question does ask for a full registration, which I did enter. But on the ticket it only printed the last 3 characters. I may go back to the car park to take some pictures but I refuse to pay for a ticket again just to see how it prints!

    Ah I get you! Right now I’ll try anything to get this out of my hair (except
    pay it!) I’ll go all the way to court if I need to.
