Do I need a party wall agreement?

I live in a terraced house and I am looking at having a loft conversion. The issue is there are no party walls in the loft. Can we build them up without a party wall agreement or is one required?
If did not need a party wall agreement for building the party walls would we then need a party wall agreement for the loft conversion even if we have paid for the party walls and had it done ourselves?

Also is it possible to build a party wall completely within our boundary to avoid any moaning. I do not get on with my neighbour0
