Parking Eye - delaying issue

I have just received a PCN from Parking Eye. The event was 20/8/22, date issued 25/8/22 and letter/fine dated 3/9/22.  The form states that if I pay by the 8th (tomorrow) then it will be reduced to £60 from £100.  By my calculation and research if the event was 20th and they did not send it until 3rd September by snail mail as I received it today (7th) have they missed the 14 days or do they not have to include a Bank Holiday? Help, I only have until tomorrow

    Also, I thought I would be given 14 days to pay the reduced amount not 24 hours

    They have six months to get keeper details from the DVLA.
    Their trade association - the BPA - allows them another month to get a Notice to Keeper to the keeper.

    That '14 days' you mention is only important if they want to hold the keeper liable for something the driver may have done.

    What are they alleging the driver did wrong?

    Where did this alleged parking event take place?

    What do you mean by "I only have until tomorrow"?

    I received the notice today (7th Sept), the overstay was on 20th August, they "issued" on 25th but presumably internally and then the fine was sent or letter dated 3rd September, I received it on 7th.  There is no 14 day option for paying the reduced amount and also the 28 day limit is not on there as they are stating that the payment can be reduced to £60 if paid by 8th September or payment by no later than 22nd (not 28 days if sent on 3rd)

    It is not a fine.

    Please explain exactly what you mean by the part I have highlighted. Do you mean there is a postmark on the envelope with the date of the 3rd of September?

    Is the rest of the NTK PoFA compliant? In other words, have you got a "golden ticket"? You can check that by comparing it with the example of a ParkingEye "golden ticket" in the NEWBIES.

    The issue date was 25th August but the letter is dated 3rd September so I am assuming this was the date they sent it out and I received it today.  Thanks

    It's headed up 'PCN Reminder' we assume?  You've cut off the top so we can't see it.

    There can't be a different 'date of issue' on it unless that's just a reminder letter.

    Yes, it's a Reminder. Slightly confused by the Reminder bit as it's the first notification.  I was issued one for the week before, the 13th August !! but paid that because it was all correct on the notice
