POPLA Appeal

Hi all. I have received a parking ticket from Parking Eye for not paying enough for the parking charge. We got to the car park and once parked up, tried to pay for the parking via the App on the board. It took us about 25 mins to get the App to work. We then paid for 2 hours parking and stuck to that, leaving about 10 mins before the time finished. We now have a parking ticket because we didn't immediately pay for the parking (even though we tried!). I am confused as I don't know what else I could have done. If I had left the car park to get change or rest the time etc, I still would have had a ticket. I'm going to appeal to popla, what are my chances of the appeal being successful?
