Contact your landlord and tell them you want proper heating that you can control yourself with no obstruction to any thermostat.
You do have rights as a tenant or lodger, and they are extensive. If you are not a tenant then I don't know what to suggest. Other than maybe get a new heating system - or move?
I once had Economy 7 but found it to be strangely uneconomical and useless and got rid of it. Now we are gas centrally heated and control our own temperatures. And we are in rented accommodation. Council though. But cosy. Running gas CH has proved to be inexpensive. For us, anyway.0 -

Of course the heater cools down more quickly so a boost is needed from an independent source during the day. My slats are never opened.If all such night storage heaters work this way, as I believe they do, then your understanding is faulty.
I had storage heaters for year and had no problems with the heat output or when.
It sounds like you have old very basic heaters. Maybe you need to get someone to look at them
