Parking Eye won't back down

Hi all,
I posted a while ago regarding a parking fine from Parking Eye which involved my kederky Mother and her being late other car after having a medical episode. We sent off the proof of this (prescriptions etc) to which they have come back saying this is not acceptable to cancel the fine....
Its rates on their email reply to the appeal that if we appeal to POPLA then the fine will keep increasing. Is it best to just pay it now?We previously sent a short letter with no notice of who was driving and copy of her prescriptions relating to her medical condition.
