14 days after offence or not?

Do issuers of PCNs have 14 days to post it or longer? A friend of mine got a parking charge notice from KFC via 'Civil enforcement' more than 2 months after entering the car park. The car park states 90 mins parking, closer inspection states '90 mins till 11pm, permit holders only after'. My friend pulled in to get a kfc after 11pm, went round the drive thru, another car was in front and chatting to a kfc worker at the window. A few mins later that car drove away, my friend could then see KFC was closed as the workers in the background were cleaning, friend stops at the window and the worker confirms they're closed, my friend asks where they might be able to get some food locally. Kfc dude suggested 24hour mcdonald's. Friend then searched for places to eat and drove off. My friend never left the vehicle & exited the car park just 17 minutes after entering, believing they'd have 90 mins anyway. Just over 2 months later, 'Civil Enforcement' send my friend a PCN, they send it 1 day before bank holiday, so it arrives to my friend 7 days later due to royal mail delay, demanding £100, reduced to £60 of paid within 14 days (now 7 days) of the issue date. (I thought a 50% discount had to apply?). So can they demand this fee if more than 14 days after the alleged parking offence?

    There is no 50% discount in law yet.  It's 40% at the moment.  But the person won't be PAYING!

    It isn't an offence.

    They have longer than 14 days.  See NEWBIES thread that explains it and how to 100% win at POPLA stage by appealing AS KEEPER.

    It's really easy and this is why we have the NEWBIES thread and template appeal.

    It is not an offence.

    Plan A is always to complain to the landowner/manager and the keeper's MP.

    PPCs have six months to obtain keeper details from the DVLA, and another month to make seven in total to issue a PCN/NTK.

    However, if a PPC wants to hold a vehicle keeper liable, the NTK must arrive by day 14 if no NTD was issued, or between day 28 and 56 if a NTD was given.
    In both cases, the date of the alleged event is day zero.

    They have to offer a discount, but it does not (yet) have to be 50%.

    The parking industry is unregulated so they can ask for any amount they want, but have to get approval from  their trade association if they want to demand more than £100.

    Please read the sticky thread for NEWBIES where this is all explained, then send the appeal template in blue text you will find there. Send it from the keeper, unaltered save for a one liner stating the NTK arrived too late for the keeper to be held liable.
    This assumes your friend received a NTK and not a reminder two moths after the event.

    Is NTD a sticker on the window? This is confusing hence my querying for my friend that has ADHD, because you've wrote they have 7 months but also they have to write a NTK within 14 days? Is that 14 days after the 7 months? The newbies thread was unclear on this point for someone with mental health issues. Tha ks for your time by the way, my friend appreciates it.

    The timings are concurrent and the clock starts at the time of the alleged event, so the 14 days, the 28 to 56 days, and the 7 months all start from the same day.

    PPCs have up to seven months from the date of the alleged event to issue a NTK.

    If there is no NTD, they have 14 days to give a NTK from the date of the alleged event if they want to hold the keeper liable.
    If there is NTD, they have between 28 and 56 days to give a NTK from the date of the alleged event.
    The date of the alleged event being day zero.
