Heathrow drop of appeal rejected

i have had an appeal rejected from ACPOA (which doesn’t surprise me.)
I appealed the PCN because I actually paid the drop off fee, but they are justifying the PCN say I entered the zone twice.
The circumstances:
I drove into the drop of point at 16:57 however could ot find a space. The arrows directed me round to the exit barrier so I exited and re-entered instantly at 16:59 (2 mins afterward first entry) I didn’t want to double park as this would be dangerous and obstruct other vehicles.
The joke is the have responded accepting I paid the entry fee also confirming the time I entered and re-entered. But they are not accepting my appeal.
i have had a look through the forum and understand there is a newbie template for these appeals that I should of used first. Obviously, it’s too late for that but could someone point out where this template is so I can use if this happens again.
Also, can I get some advice on what I should do next they are now saying I need to appeal to popla

Do not identify there driver, never use terms like I did, she did, he, husband, mother, wife etc.
