Loft space/membrane - is this a good idea?

Hi - I have added insulation at floor level and boarded our loft space, but the felt previously fixed to the rafters is perishing and exposing the loft space to the roof. The mortar is crumbling in places (I’d imagine will need sorting at some point) but in the short term thought about fixing some breathable membrane to the underside of the rafters to keep the loft space clean.
