Roof Ridge Repointing - London

I’ve just been quoted £3800 for roof ridge repointing and to fix some minor lifting of flashing. Mid terrace Victorian (small 3 bed), with standard gable roof. Roofer would put up scaffolding. 

Does this sound fair? I’ve had another quote in for about £650 to repoint, seal, refix flashing, fix down 4-5 slipped slates, and tighten up a gutter bracket. He says he doesn’t need to put up scaffolding.

First chap examined the roof using a drone, cheaper quote was from a guy who put up a ladder and inspected the roof himself and sent the photos to me.
