Not actually parking, does it matter?

Recently I was driving my elderly Mum and Aunt to Scotland for our Clan Gathering Celebration which had been cancelled over previous two years (obvious reason).
Mum and I were travelling from Newcastle upon Tyne and my Aunt from near Liverpool so we decided to meet her at Carlisle, she'd continue with us, leaving her car in a secure car ark in Water Street, Carlisle.
We went, had a good time despite Mum being ill and having to come back a day early (my AUnt therefore losing a day in car park she had paid for up front), drove back to Carlisle, my Aunt swopped to her car in the Water St Car Park and home we all went.
Subsequently, I have been sent two parking tickets - One for the journey North where we took 9 minutes to swop aunt Kath's luggage into my car and on the journey South it took us 11 minutes to swop the luggage over. Never once did I imagine I should have bought a ticket. I appealed against the cost of £60 per ticket (otherwise £100 per ticket) and have lost the appeal.
Is it worth appealing to POPLA in these circumstances do you think?

Did you appeal as driver or keeper?
What happened when you complained to the landowner and your MP? That is always Plan A.
Read the BPA CoP regarding grace periods.
Yes it is worth appealing to PoPLA, assuming the PPC is a BPA member, using all the points available to you from the third post of the NEWBIES Announcement.

Were there any disabled passengers/drivers in the car that came back from Scotland?

Not officially disabled though my Mum is 84 and has a heart condition and had been in Accident and Emergency while in Dunoon.

That certainly counts as disabled.
It's not about having a Blue Badge, it's about meeting the definition of disability under the Equality Act 2010. And your Aunt (the passenger) does.
Complain vociferously to the LANDOWNER of the car park before even thinking about a POPLA appeal as the former will consider it if you raise a breach of the Equality Act (the criminal offence of a failure of their agent to make 'reasonable adjustments' to ensure accessibility for disabled visitors), but the latter - POPLA - won't.
Your POPLA Code will keep for a month.

Thanks Coupon Mad. It is my Mum with the health issues and we weren't customers of the car park - my aunt was. I will still complain to landowner and my MP. How do I find out who is the landowner of the car park which is run by Car Parking Partnership, Water St, Carlisle?

But you have to specifically cite the Equality Act 2010 and disability discrimination (breach of the statutory duty to make reasonable adjustments) to make the agents who run the place take it seriously. In writing.
Not a phone call late on a Friday!
