Climate Change Levy & Residential Park Home Owners

Can anyone tell me if residential park home owners have to pay the Climate Change Levy (CCL)?  We have no option but to buy our gas and electricity from the site owner (we live on a mixed holiday park, made up of residential park homes, private holiday homes and rental holiday homes).  According to Ofgem and HMRC we are exempt from the CCL, as we are domestic users, however there seems to be a bit of a grey area because we don't have our own account with a major energy supplier.  Any advice and guidance would be much appreciated.  Many thanks.

    It isn't really all that grey, if a business customer is reselling energy to domestic users they are not permitted to pass on the CCL, in the same way as they are not permitted to pass on the 20% VAT rate either...
