New home: management company question

We bought a new build in a small development (less than 10 houses). The contract stipulates that the management company will be transferred to the owners after the last house is sold. The last house was sold over a year ago and they have not transferred anything to us.
I have made some searches in the companies houses and the same developers are still in control of multiple management companies including some from 2015-18 which makes me think this is their MO.
Why would they do this? What can we do as owners to force the transfer?
The management company is the legal owner of the common land, i.e. access roads, gardens, etc. All neighbours want to start doing proper garden maintenance and road cleaning etc but we are not allowed to as technically we don't own the land or the managemnt company.
Any advice will be appreciated.

Does it state in the purchase contract that it will be transferred or were you told verbally?We were buying a flat where we were promised the 'issue' in the lease would be sorted, pinky swear, but first we needed to exchange contracts.We didn't exchange.Once you do, you loose your powers of negotiation. In our case all the other flats in the development either didn't know / care / trusted the developer to fix the issue, but I suspect they would have used the 'recommended solicitor'.May you find your sister soon Helli.

Yes, it says so in the contract, the management company shall be transferred following the sale of the last dwelling0

Are you saying that a number of owners have contacted the developers about the transfer of management, and the developers haven't replied to any of them?
