Shoddy work

A building firm that's so awful that it doesn't even run its finances properly doesn't deserve to be in business, so I shouldn't worry about getting a bill; if you do, allow the same length of time before replying and pay only what you think you should, NOT what's on the bill. If they follow up and threaten legal action, consult consumer rights organizations which will back you up given the full story.

    What is this about?

I would advise doing all due diligence before hiring anyone to do any work, to avoid this sort of situation altogether.

Speak to previous clients - I'm not joking when I say that I think only one client has ever done this, but I'd be happy for anyone to see previous projects.   I've even started inviting people into our own home, because we built it!

The Federation of Master Builders' find a builder service can be useful because they are the only service that has independently inspected every single member's work.  They also check trading history, accounts, insurances  and director's histories.  It's non-profit too, which means they're not reliant on pushing anyone and everyone to increase their turnover.  Quality, not quantity.

    Eh ?????
Whatever the rights and wrongs, if the work is not of a satisfactory standard then the first course of action is to give them the opportunity to rectify things.  If they refuse/are unable to do so, then there are proper processes to go through.  You cannot simply refuse to pay the bill, assuming it was for the same amount as the agreed and contracted quotation.

Just worked out that this poster only ever posts to reply to the made up Money Moral Dilemmas in the weekly email.
