I've opened 5 fixed rate accounts over the last few months and not funded any but it gives me a month each time to transfer in incase they get withdrawn.
It's not long ago I opened a fixed rate saver at 1.3%, but didn't fund that either.
In the meantime I'm getting 1.95% in Zopa and 1.80% in a flexible IsaNot Rachmaninov

as most people had said above, it is unlikely that you will be able to close the account as fixed means you can;t access it until the end of the term. however, the exception is if it is an ISA which incurs some sort of penalty.
it's hard to make decisions at the moment, a few weeks ago i did a 9 month fix at 2.3%. now you can get a 6 month fix at that rate.
