Council fine for driving down a pedestrian and cycle zone outside the allowed time

Hi all

Not having much luck lately with motoring fines! 

I drove down this road on 18th of May at 14:40, I did not see the sign (and never even knew these types of restrictions existed)! 




In July I received this letter and never received the initial fine....







I emailed them to say I never received any notification of this and then they sent me the below forms ....









Can anyone advise how I can fight this please?  £204 for a sign I did not see is a joke.

    Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on Pepipoo.com as they are the experts on council and police issues.
    You will need to sign up on Pepipoo with a non-Hotmail email address before reading the FAQs, then posting both sides of your PCN with your query.

    As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:


    Have a read through some of the other threads there before you post your own, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    It isn't £204 for a sign you didn't see. That was £65 if you had paid it. The rest is because you have been ignoring it.

    No mate relax, I never received any of the letters - I would not ignore any fines from the council that would be stupid

    The sign is there on both sides of the road, and are easily visible. (Same applies at both ends of the road). There are also camera signs so I suppose this was CCTV enforcement.

     But there might be technicalities to appeal on, such as this snippet:

    Cameras are likely to be the same at this place.

    And even if the OP doesn't want to risk a technicality appeal, now that he/she is at OFR stage they can apply to get the case reset to appeal stage and after that, either appeal or pay at the original rate.

    Pepipoo will advise about the TEC7 and TEC9 forms needed (I think?) to make an OOT declaration to wind their necks in and set it back to square one.

    I'm quite relaxed, thanks. If you didn't receive letters might that be because you haven't kept your address up to date with DVLA?
