The average used for calculation of unit rates E7 tariffs is 4200KWh base don a 58/42 ratio.
The basic electricity cap price is still the 52p (plus minus regional differences) and the E7 tariffs are based on this.
The Ofgem average is NOT the average usage, it is an average used for their calculations. There are dozens possible averages depending on house type, household size, size of the home tec.1 -

If the OP is not on E7 there will not much comparison available. There are not many electricity only homes who are not using E7.1

4200kwH on electricity in an all electric flat seems really low to me?
That needs to be a highly insulated new build. And also for how many people in?
To give the OP an idea: I use around 5000kWh per year with 2 adults and we have a low EPC rating of E. But: we are really cutting our usage massively already, i.e. we barely use the oven to cook and we mostly shower in the gym / swimming pool and also stopped using the dishwasher. Also we only heat rooms that we use, so when I work from home, I only heat the study that I work in.
We have no storage heaters, so we can't even use E7.
To give you an idea of your annual assumption think about
- How good is your house / flat insulated?
- Which type of heating do you have? if you have storage heaters, this will help a lot, as you can use E7 tariffs.
- Is someone working from home? (I work from home 3 days a week, so this is increasing my electricity costs, but decreases my transport costs in the meantime, will probably be different from October and it might be cheaper to go to the office)
- Know your electricity eaters: electric showers (1 shower for 5 mins can easily be 45-50p with the new cap), electric ovens (easily costs 50p for 30 mins from October - think about if you can cook on the stove or in the microwave), dishwashers (we will give up ours, as one cycle will be around 80p then), washing machines (always use the eco cycle)
Is this a new build? Otherwise the previous owner / tenant might have some insights on annual usage if you are just about to move in?
