Yes I read that earlier, the scam is rife. Deals are being done, commissions being paid which is an incentive for these goons to issue tickets
This happens in the parking industry although they deny it. It could be one reason why Tesco as an example have a love affair with parking scammers.
There is a fishing lake in Surrey which leads off a private road with 3 big houses. The owner of the lake owns one the houses. People parked in the road so he took on UKPC, he issued tickets on a commission basis.
I had a long chat with him explaining the dangers of taking on a private parking company like UKPC. He was about to kick them out because they never paid him anything ??
What councils are doing is disgusting but do remember, most of these councils are BPA members ......
Be it supermarkets, residential, industrial areas, cementries, feeding the ducks, you can guarantee there is someone who takes a piece of the action

Yes I saw that too. If the Councils don't rein this behaviour and greed in, there would need to be legislation...but look how long the similar private parking regulation is taking!
It is truly ridiculous that you can be fined £150 for feeding the ducks or walking your dog to a graveside. It should never be incentivised 'per Penalty' to make more money. Scandalous - and open to attract scam firms taking the mick.
IMHO, the likes of DE should be ashamed of what they do to people but they aren't.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
