Being bombarded by Parking Fines

I am writing on behalf of my son who rented a flat in a complex and which came with a complementary parking space. Having lived there for around 15 months he started gettting parking fines from the company who run the complex. Thinking he must have been caught parking in the area not for residents, which he sometimes did when the residents area was full, he paid three of them, sixty pounds each. But they kept on coming and he knew for sure he had ONLY parked in the residents area where he had a complementary space. He contacted the company who said they had changed systems and all tennents had been asked to register with a new system and had been given six months to do so. My son had not done this and had not been aware of the request. This could easily be his fault as he is not the most organised of people. Because he was not on the new system his registration has been triggring fines. The question here is whether he is liable for to pay for failing to register with the new system. Or can he succesfully contest the fines on the basis that he can easily prove residency on the dates affected. He has refused to pay for any further fines and has sent in email appealing and awaits a response. Any help or commments appreciated.

He needs to stop paying immediately and complain to the parking firm and managing agents that he was not informed about this supposed 'change of system' and get the MA to cancel the PCNs and tell their agent to refund him those he paid.
Secondly - not joking - IMHO, my experienced advice is that he needs to move.
Living where a parking firm infest the car park is not acceptable for a driver. My kids would never ever rent a flat in such a place due to what I know about the PPC scam. The signs would be enough for them never to even view the place. That should be your family's mantra as well. No-one should rent a place where they need to display a parking 'permit' for some private scam firm to dislodge, ignore or just issue predatory PCNs for fun anyway. Which is what this industry does.
Which horrific PPC is doing this to him? NO PAYING.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
