Help requested - being bombarded with Parking fines

I am writing on behalf of my son who rented a flat in a complex and which came with a complementary parking space. Having lived there for around 15 months he started gettting parking fines from the company who run the complex. Thinking he must have been caught parking in the area not for residents, which he sometimes did when the residents area was full, he paid three of them, sixty pounds each. But they kept on coming and he knew for sure he had ONLY parked in the residents area where he had a complementary space. He contacted the company who said they had changed systems and all tennents had been asked to register with a new system and had been given six months to do so. My son had not done this and had not been aware of the request. This could easily be his fault as he is not the most organised of people. Because he was not on the new system his registration has been triggring fines. The question here is whether he is liable for to pay for failing to register with the new system. Or can he succesfully contest the fines on the basis that he can easily prove residency on the dates affected. He has refused to pay for any further fines and has sent in email appealing and awaits a response. Any help or commments appreciated.
