Hi, this is my first time posting, hopefully I'm doing it ok.
Today I received a PCN from Horizon, for £70,to be reduced to £30 if paid within 30 days. Issue is that I parked in Tesco car park, in a disabled bay, with my blue badge displayed. We did some shopping in Tesco, then took our grandchildren to the cinema, which is in the same complex. Then we had some food. I must admit I totally forgot about the 3 hours maximum parking and we ended up being there approximately 3 hours and 15mins. However, I have the blue badge as I find walking difficult, so didn't move the car after shopping in Tesco, as I probably should have done. Do I have any right of appeal, or should I just pay?

Hello and welcome.
Your best bet is to go into Tesco and speak to customer services.
Explain your predicament and it is quite likely that the problem will be dealt with there and then.2 -
You have a right of appeal and we don't recommend paying. Plan A in the NEWBIE sticky is to always complain to the landowner. Because you are a Blue badge holder you should be entitled to more time as you manoeuvre yourself more slowly, however, not sure this works if you have gone shopping, been to cinema and had food - worth a try though.2

Just appeal using the template in the newbies post, unchanged, Horizon will see it's from this site and will accept the appeal.

Horizon don't use the POFA 2012, so no implying nor ticking who was the driver, and they WILL fold.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If your complaint to the store manager and/or CEO pointing out that disabled motorists should be offered reasonable adjustments such as more time, as per the legal requirements of the Equality Act 2010 is ineffective, then you should use the appeal template in blue text from the NEWBIEZS thread.
