Broken Meter

Hi ,
Over a year ago I noticed my electric meter had stopped working . So naturally I phoned Scottish Power to report this and wanted it sorted ASAP as I didn't want to have my calculations based on a estimated reading . I said I would consider myself a low user as nobody is here during the day and was concerned about there estimated readings being to high .
They said they would have a engineer out to sort it . Month later nobody had came so I called again and said the same thing , They said we will install a smart meter the following Friday i said fine . The Friday came and went and no one turned up . So I called again They apologised and said there's no one in your area at the moment to do this we will contact you when we have a appointment. That was 9 months ago .
My question is since my bills have been estimated for a year is there anyway of contesting a estimated bill when I cant prove a actual bill .
They can't prove what I've used and I can't prove what I haven't.
With rising costs I really want to pay for what I've used .
I guess on a plus note if they still don't fix it I can use as much as I want without them knowing, but in all honesty I want to pay what I have .
Thanks
