It's remarkably easy if the 20 zone is a busy town centre, with other cars, pedestrians, traffic lights, zebra crossings and so on, all of which require constant attention.

Or the appropriate "traffic calming measures" if it's a 20mph zone (as opposed to a road subject to a 20mph limit).

They could very well have not given a fixed penalty for the second offence and passed it to the court to deal with. As others have said, unless you have a rock solid reason for being that far over the speed limit you don't want this going anywhere near the courts.

yes I understand that but % are always going to sound excessive at these levels. yesterday I bought a sweet for 15p instead of 10p last week so 50% more! or just 5p more in the scheme of things

As intimated above, your only chance of "getting away with it" is if the foundation for the penalties are unsound. (i.e. the posted limit may say 20, but if that has not been properly formed then the actual legal limit - assuming street lighting etc. - may be 30).

This would be a high-risk strategy to follow though.

As previously said - being unaware (twice) is not a defence; speeding is a strict liability (absolute) offence.

And although plenty of "20" limit areas probably are merely advisory, it would be a bit of an obvious mistake to stick a camera within anything other than a fully enforceable limit.
