eBay seller help

Here we go yet again.
I have sold an item on eBay. All my items are buy it now with immediate check out due to repeated non payment when I accept best off prices.
Someone has bought an item checked out/sent payment & later the same day wants to cancel. This seems to be occurring repeatedly with new users who have 0 feedback. There used to be a way to block users with less than 10 feedback from buying your items but eBay seem to have done away with this.
I've lost count of the number of times this has happened over the past year now.
I feel I have no obligation to cancel the sale just because they are requesting to do so but that said it's easier than the headache of sending the item for them to then turn round & say it's not authentic or claim damage etc.
I don't understand why it keeps happening!?
I also don't understand why eBay seem to have little in place to stop it. I can't even leave the users negative feedback as of the order is cancels eBay don't recognize the transaction/allow you to leave feedback. Is there a way to report a user? It's people like this that completely ruin eBay.

However you have never been able to block users with less than 10 feedback, the seller requirements allow you to block those with negative feedback (which is of course immaterial now) or with 5 or fewer feedback who do not have a card registered with eBay (I haven’t checked if that one is still in force).As for feedback the ability to leave negative feedback for a buyer was removed about 13 years ago. You can report them though by finding the sale and using the drop down menu to report the buyer. Consider the items you are selling.The only real problems I have had with 0 feedback bids that didn't complete were with certain types of items.Generally I have 10+ feedback buyers and don't get that many problems a year, I usually deal with collectors.Whenever I go to sell something outside of what I specialise in I consider how desireable it is to scammers - the sort of people I have had problems with and can create new accounts easily.My partner asked me to sell an iphone for her on ebay but I refused, 'desireable' objects are a nightmare for a private seller and not worth the trouble.Otherwise - I am afraid a lot ebay users aren't that bright, they can buy and then change their mind and you get hit for the refund charge. Just part of the retailing experience and it can lead to negative feedback if you refuse.Ebay protects the buyers, even the scammers that hacked an account, bought a digital key from me, gave a refund to the real owner and I lost the key. No more selling legitimate game keys for me.0
