Moving mum in law closer to us.

Hello - here's our story...don't even know where to start!
Mum is in her 70's, had heart surgery many years ago. She owns a flat in Essex and has lived there for years. Her health has deteriorated and is now doubly incontinent. It was suggested that she moves up north as she can have more help from sister and myself.
We lost contact for around 5 years as she became a nightmare and made life difficult - but this has not sorted itself out.
Id like to get her up north but where do we start.
Currently she has a twice daily visit from carers to assist in her personal care.
The idea would be to sell her flat and put her into temporary care home. Buy her a bungalow from the proceeds of her flat. She would have less than £20k after buying, expenses, temp care home etc.
She has allowed a LPA to be set up - but this takes time etc.
She hasn't claimed half the benefits she should have - this is being sorted now.
What type of care would she be entitled to and what would affect would this have on here savings - she'd like to leave inheritance etc - this doesn't bother me as its her money.
Is it easy to start the process of moving her - will our council take her on?
Its going to be a nightmare as we would have to pay for her care until her flat is sold - (it would go in auction because of the state its in plus the type of build) then we would take the costs back.
Any assistance or similar stories would be great to get an insight to the minefield ahead!

Without knowing all the details, if you are self funding, the council don't need to be involved for her to go into a care home temporarily. But is this what she wants?and if she agrees and is happy there, maybe she will want to stay. Is that affordable and for how long?
What practical help is she getting at the moment?
Is the GP aware of her incontinence? She may be able to get help with this, aids etc.
Do you and your sister really know what care needs you would be taking on?Sorry, more questions than answers.0
