This seems completely unreasonable and unrealistic. How are the most severely disabled people ever meant to claim UC if they insist on face to face appointments? As an example, a relative of mine was left disabled after a brain aneurysm. The only way she could leave the house involved several large ambulance men getting her onto a stretcher. How is someone like that supposed to claim benefits?
I believe if needed (and it's a high bar) that you can have a WCA at home. If you meet the criteria then ATM can be put in LCWRA and they basically leave you alone.
This does look like it' could change with the PM's speech, that disabled people will have to look for work, so the removal of the LCWRA (and I expect the extra money that goes with it as they will be cutting the welfare budget).

    They can do home visits.

It's a high threshold though for them to consider it.  As your relative very clearly couldn't leave the house, one would expect that they would qualify for a home visit if they needed to claim a benefit requiring in-person ID checks.  Most benefits don't require that, though.
