Why are there different electricity price caps for single and dual tariff meters

I have been advised by shell energy that my electricity tariff is higher than the capped rate because I have a dual tariff meter - day and night rates are different ( economy 7 at night )
This is set by Ofgem 
does anyone know why this is and is it fair?

    Do you think it would be fairer if your day rate would be the same as for those who have only single rate and than you get cheaper night rates?

    If that would be the case everybody would be on E7, you could only win, no way to lose.

    E7 is calculated based on a 58/42 split which is set by by Ofgem, the supplier can decide if they make day rates very expensive with very cheap night rates, or just have a smaller difference between the two rates.
