Local Council PCN for parking on grass verge

Hi

My friend Bob and his sister have received a PCN from the local council for parking on the grass verge outside the front of the family property. 

They have both parked here for the last few years with no issue; however, it appears brand new signs were put up by the council on the road opposite and further down the road to state that parking is not allowed on the grass. The fine was received on 25/08/ at 17:11. 
It is believed that the signs were put up either earlier the same day or the late afternoon the previous day. 

Bob and his sister both hadn’t left the house since the signs were put in place, therefore did not know they existed otherwise would have moved the vehicles.

Would Bob and his sister have a chance at appealing this fine, it feels unfair that there was no notification to the local residents that this was happening. If there was the cars would have been moved. I assume they would need to reason with the council and hope for the best?

It seems extremely harsh to have to pay a fine for this but not sure there’s much chance for them to avoid the fine..

    Yes they would if the car was parked before the signs went up.  That can't happen.

    But as it's a Council one, ask on pepipoo as they are the LA PCN experts.

  • New sign put here, and you can clearly see where the cars are parked further down towards the trees.

    Also just to clarify, I completely understand why the signs have been put up. I’m not aggrieved by that. It’s probably long overdue, just had no idea they were put up.

    The picture below is the other new sign which is down by the roundabout in the first picture.

    If there has been double yellow lines on the road, that also applies to the verge.

    I would like to bet the Council have not got a Traffic Regulation Order (TRO) in place as normally grass verges are an extension to Yellow Lines.

    Is that sign in the Traffic Sign Manual?

    The guys on Pepipoo will know.

    What lines are in the middle of the road?
    Ie solid white, dashed, long etc?
