It's a domestic system pointing outwards into a public street, of which your house is on the other side. There are no rights as such, other than the fact you could ask them to provide you with any footage with you on the camera, however:

A - It might not actually be recording
B - It might not even be real
C - As mentioned above, the typical camera of this type if real has a very wide field of view and likely not to be able to see inside your front door from across the street

There are guidelines for domestic CCTV systems, but they are just that, guidelines. Not rules.

Unless you're doing anything particularly illegal, I'd not worry about it, and get on with life. They no doubt have a reason to point it where they are pointing it, and that reason is likely nothing at all to do with your comings and goings.

Even if they did see you come out of, or walk in to your house - what would they do with it? Send it to the Daily Mail?

Don't get obsessed over a camera pointing into the street. They are everywhere. And at certain times, they can be very useful after some kind of negative event has occurred. Who knows, one day, them having a camera in the street might be to your benefit. Look at the positives - not the negatives.

    Two thoughts:
    1. If it's pointing at your house then it may not be properly monitoring the front of theirs (eg. is their doorstep in-picture?).
    2. Is it free security for you (ie. if your house was broken into, would you be asking them if they had CCTV footage of it?).

A pensioner lives in the flat below me, both council with front gardens and own paths.  Her grandson came and explained he had put up a Ring on her wall, and it showed part of my front garden and path, this was two years ago.  I was fine with it as I said anyone trying to break into to me will be recorded on the Ring.

We have CCTV installed. It overlooks the path leading up the side of ours and our neighbour's property (about 2 persons wide). It doesn't cover their back garden.
When we installed it, we did ask them beforehand if they were happy with it (and have shown them footage of what it captures). They are happy with this and we agreed they could have a copy of any footage we captured should they need it.
May you find your sister soon Helli.
    Sleep well.
