What's wrong with a wall in Bathroom ?

Moved into a council property 3 months ago. All walls and ceilings were newly plastered quite a while before moving in. However one wall in the bathroom is like this still (see picture below).
What is wrong with it ? ( Not sure if I can get someone in yet to paint wall)

    Could have had a dpc and the render is still drying out.

    Wonder if the bottom half was tiled which is why its dried differently.

    That's what it looks like to me.  May even be dry, sometimes it just appears differently.
