What's wrong with a wall in Bathroom ?

Moved into a council property 3 months ago. All walls and ceilings were newly plastered quite a while before moving in. However one wall in the bathroom is like this still (see picture below).
What is wrong with it ? ( Not sure if I can get someone in yet to paint wall)

Could have had a dpc and the render is still drying out.A thankyou is payment enough .1

Wonder if the bottom half was tiled which is why its dried differently.
