I understand that there could be 2 separate issue but why ignore the first issue and only discuss thr second? The first issue has not been mentioned in 8 months! It was discussed verballyamd agreed it was not an issue.0

Emails are a pain. They get overlooked among the masses, end up in junk etc.
I'd be inclined to write a letter with photographs and send it recorded dilivery if that still exists. Of course save a copy.
Paper takes up room and can't be ignored. It's also visible to the other boss and staff.
I've used this technique successfully right up to the present day where technology failed to resolve including getting appoligies which is always surprising.
An outline has been suggested on the thread which is excellent.
When I worked in planning admin all letters had to be replied to within 2 weeks. Failure to do so got you in a whole heap of trouble.I can rise and shine - just not at the same time!

2P, nice thought, but the days of paper in Council offices (especially Planning departments) are past. All correspondence will most likely be scanned by a mail room and either sent as an email attachment to the planners or added to a shared online workstream. Once scanned, the original letter will be retained for a short period then destroyed, while the electronic version will in due course be filed and archived.2
