Why do Ofgen allow the increase?

If the energy companies are making billions in extra profits they clearly don't need to increase the charges so why do OfGen allow the cap to be increased?

Can you please name one energy SUPPLIER that makes billions? They are limited to a 2% profit margin.
What you mean is energy PRODUCERS, which are completely different companies.

Because if we pay the energy producers less they will just sell it to someone else and we will be in blackouts all winter.2

If you mean, energy producers, then Ofgem has no power to regulate them, their remit is purely over the retail providers. Wholesale prices are determined by the global market.No free lunch, and no free laptop
