Ocean parking not responded to appeal. Advice please

I was issued a PCN by ocean parking mid July at a McDonald’s restaurant that I didn’t realise was ANPR. I appealed within a few days of receipt of PCN through the post. I appealed online, had an email from them to confirm receipt of appeal and added them to my safe sender list as instructed. Kept checking my emails for a response as the email and their website stated they would respond within 35 days, however nothing came through, checked junk mail too, regularly just in case. BPA who they are accredited with also state that responses to appeals will be within 35 days.
It has now been 37 days with nothing from them and yesterday I got a payment reminder through the post for £100, no acknowledgment of my appeal and telling me I have gone over 14 days for reduced payment.

I’m really annoyed, I have not had any opportunity to appeal to POPLA or to still pay reduced fee (as I lodged initial appeal within 14 days) Can anyone advise on next steps? Do I complain to BPA? Complain to them directly? Or ask for evidence of them responding to my appeal with a decision? (I’m certain they have not sent this as I don’t delete my emails and had added them to my safe senders)

Chase the parking the parking firm and indeed do log a complaint ,
but please put out of your mind paying up2 -

Yeah, good point! I’m going to fight it as they’ve broken their own guidelines aswell as BPA code of conduct. I’m going to write to BPA tomorrow and will send them all the evidence I have.1
