Didn't receive original letters

I have read the newbies posts and various other related threads and my head is spinning.

Family member has recieved two letters for PCN with europarks both arrived on the same day. One is a final letter from them and the other a final demand from DRP. 

Absolutely no letters prior to this, and no appeal process for DRP. 
DRP were shocking and aggressive- don't this forum after!

Basically had the person realised it was a camera car park (used to be a ticket machine pre-lockdown) and recieved the original PCN they would have realised, paid that one and the second event not occurred.

So plan A to the landowner.
If they put  SAR in that's going to give their details/email address- does that matter?
Do they speak to Europarks explaining everything for the appeal with both instances, although they have sold the debt on.

Any input is very welcome at this stage as I've been trying to navigate the forum/threads/links and it's very overwhelming

I'd guess that the vehicle's V5C (logbook) is showing a former address, and has not been updated with the DVLA. Please check urgently, as the DVLA can issue a fine of up to £1,000 for failure to update.

Never speak to a parking firm - everything in writing, but 'explaining' will have no positive benefit, so don't bother.  Too late to appeal judging by your descriptions of the two letters. 

Can you please check the name of the PPC and give us their full title - there are a couple of PPCs with similar 'Euro' names and advice might differ depending on which one is involved.

No they haven't, they aren't allowed to. It's only a real debt if a Judge deems it to be one.

There is no such firm as Europarks and as Umkomaas says, they haven't sold the debt. Sounds like you need to read the NEWBIES thread to understand what stage you are at (post #4 is about laughable DRP letters). 

Please tell us more. Don't tell us you actually rang DRPlus and thought you would have a normal conversation?

And change that logbook address!

Are you sure it's DRP or DRS?  Those a whole thread on DRS being a scam.

The logbook address is correct. There have just been no pervious letters, which is why I found it odd that both arrived together on the same day.

If the dates of the parking events are older than 28 days, it's too late for an appeal - they won't deal with it.

I didn't say they have 'not passed it on to them', they haven't 'sold' it to them (your term). The advice still remains - ignore DRP, please read the NEWBIES FAQ Announcement, fourth post, all about dealing with debt collectors.
