Refund promised in writing but not given

The food at my daughter’s wedding was bad. I have an email apologising and offering a refund. Since then the venue has refused to communicate in any way. Looking at Tripadviser they have done the same to many people.
Is there an Ombudsman I can contact or would it be stranding Standards? I believe only CAB can contact the latter on my behalf and thatI can’t contact them directly?
Thank you for advice.

Not heard of an ombudsman for 'bad wedding food' but there may be one somewhere

    How did you pay ?
What does their refund offer say ?
When did they last communicate ?

When you say 'the food was bad' do you mean it was below the quality you expected or it was a risk to health?

If a risk to health you can (and should) report it to your local authority's food safety team.

They won't get you any money back but they will investigate the caterer's premises and practices such as how they store and handle their food and what training their staff have had. They can issue an improvement notice, prosecute them in court and if necessary close them down.

So have they specified how much refund they will give you?
    How did you pay?
    When was the event?
Unless you do a chargeback or an S75 claim on your debit or credit card, the usual way forward would be an LBA and then the small claims process.
Trading Standards cannot get you a refund, and there is no Ombudsman for this sector.
