wrong/poor cavity wall and loft insualation

Who do you complain to if a firm has put in the wrong cavity wall and loft insualtion which is resulting in £1000s of work to put right.... theyd put in Room in roof insulation when it wasnt required, when they had been already advised that wasnt wanted...they had said this is their recommendation and have a think, when they had already put it in anyway...they are witholding guarantees and certificates until my friend moves in.... they had told her they they cant claim the grant until then. When my friend ask them not to contact her any more on it as she had contacted the police, they sent "plasterers" round, even tho they said the work was complete, and they walked into house ( it is an empty house but there were other trades there doing proper work) and removed the PIV system they had put in against the owners wishes... to me it seems like a scam to get systems put in whether needed or not. Police say no crime had been commited so it seems ok to walk into a house when asked not to contact etc and send emails bullying my friend ..... my friend is do a report to trading standards but, as stated at the start who can you complain to in terms of reparations etc as well as possible false grant claim...she doesnt want them anywhere near the house, and the firm will be driving about to see when they move in so they can put in a grant claim for work which should never have been done. Apologies for the rambling but my friend has been passed from pillar to post with no agency seemingly being able to advise .

Not clear what remedy your friend is looking for? If she thinks she's owed money by the firm then she needs to pursue the firm i.e. send a letter before action and then a small claim.0

i think the problem now is that its all the costs of getting architects and surveyors to check what actually has been done and then the reparations could potentially go into the £10,000s, and im assuming thats above any small claims court limit ? as well as potential health issues due to bad ventilation etc, affecting mortgage etc....

You refer to a grant claim.
How much did your friend actually pay and who did they pay it to?
What are the T&Cs of the grant?0 -

Who owned the PIV at the time? If it was still owned by the installer it was theirs to remove.
Anyone can walk in if the door is unlocked. It is not a crime if entry not forced. It might be trespass but that is just civil law. However it sounds like they were licencees (people authorised to be there) if they were in the process of carrying out a contract.0 -
It might help if you give more background to what happened.
Does your friend own the house?
Who arranged for the firm to call and why?
What was your friend expecting to happen?
Why did she not want the insulation? Did she change her mind?

Sorry but it's very difficult to understand what the issues are and what resolution you or your friend are looking for.
Whose property is it, yours or your friends.
Is it a new build or a refurb with or without an extension.
What do you mean by they've fitted the wrong cavity wall insulation/loft insulation - you mention Room in Roof insulation (this would be board insulation) - if it's not a new build how did they get the board insulation into the cavity wall? Why would board insulation be wrong for a loft or wall? - if that's what you mean. Have they fitted it between the rafters rather than the joists?
What's the issue with the PIV system being removed if your friend didn't want it or do you mean it was removed against her wishes. If there is bad ventilation in the property why was the PIV not wanted? Why would removing it be a scam to have one fitted?0
