PCN - Civil Enforcement

Hello
Any ideas on how ro contact them?
I am wondering if you can help.
My husband parked at a hotel in West London. The concierge promised that the parking would be sorted out, it transpires that the concierge did not sort out the parking and consequently my husband received a PCN notice from the civil enforcement agency, based in Liverpool.
While we argue it out with the hotel, we are pragmatically thinking best to pay the notice and then make the hotel reimburse. However, in the meantime the PCN letter has gone missing. We have tried to contact this agency in Liverpool but there is no way of getting hold of them. Their automated service demands a Penalty Notice number we do not have, as do their online services.
Any ideas on how ro contact them?
They do seem like crooks judging from the reviews on Trust Pilot. How are they allowed to get away with it.
Thank you.

Plan A is always to get a landowner cancellation and to complain to the vehicle keeper's MP.
Nobody on this forum would ever advise someone to pay an unregulated parking company.
Plan B is to appeal to CEL as keeper using the one size fits all template in blue text that you will find in the sticky thread for NEWBIES Announcement, but that will be difficult without the PCN number.
Never, ever 'phone a PPC or any of their agents.
You can send an SAR as per the NEWBIES advice to the PPC but that could take up to 30 days to get a response. Alternatively the keeper can email the PPC and request a repeat copy of the PCN.
It is never a good idea to use real names on this forum, or to say who was driving. Parking companies monitor this site.I married my cousin. I had to...I don't have a sister.
