Cheapest heating for all-electric 3 bed flat?

We've looked at something like Tesla's Powerwall - where you can charge up batteries when electricity is cheap and use the power throughout the day, but right now those batteries are SO expensive it doesn't seem to be worth it. Maybe if we were running a hotel it would be!!
If you owned the garden or have rights over it an Air to Water air source heat pump could go anywhere in the garden and be piped to the house in insulated piping, You would need room for a large hot water tank in the flat or a cellar. And you would still need planning but it must be easier hidden away in the garden.0
