Good for him I say as it is good to see the discretionary payments being 'dished out' through the means of the household support fund.
The housing/household support fund is widely available via your own county council website but you have to submit evidence of hardship to support your claim.
I believe that the form to complete is available online with your own county council. Again, the form is a pain and you are expected to submit some sort of evidence. A photo from phone of your low electric meter balance, a bank statement, a statement from UC to show your income, all good and the more the better for your chances of being awarded something.
Any and all evidence will give claimants a greater chance of of successfully claiming something, be it £50 or £75 or vouchers, food stamps, help with energy costs.

I don’t think the household support fund is mentioned enough as a source of support. It’s hard as all councils do something different. Some you apply for and have to prove hardship and some councils do a payment that you don’t have to apply for but for groups in certain circumstances (ie the £210 payment mentioned for someone band E on low income). I wasn’t aware of the household support fund so have just had a look at our councils website. Sadly they are no longer accepting applications as all the funds have been allocated.
I suspect a lot of people will find this

£300 Cost of Living Payment for Pensioners - (When you get your Winter Fuel Payment, you'll receive an additional £300) I don't think this is correct. I am 74 and my husband 75 and according to the government site we will get £250, which is £150 above our normal payment of £100. Very misleading and I hope I'm wrong!0

The winter Fuel Payment has always been split if a couple are eligible.
Before I was eligible my husband got £200. When I became eligible we got £100 each.
Similarly, a single eligible person will get an extra £300. a couple will get £150 each.1 -
